WhatsApp Business app or WhatsApp API: which one does a UAE salon actually need?
Checked against Meta’s own pages on 12 October 2026.
If you run a salon in Dubai, WhatsApp is probably already your busiest booking line. The search results for “WhatsApp Business API Dubai” are written for developers and resellers. This is the plain version, checked against Meta’s own pages.
Two products with nearly the same name
The WhatsApp Business app is free to download and runs on a phone, next to or instead of ordinary WhatsApp. It gives you a business profile, a catalogue, quick replies, labels, and greeting and away messages. Apart from those automatic greetings, a person answers every conversation, on that phone or on a linked device.
The WhatsApp Business Platform, which everyone calls “the API”, is not an app. It is how software sends and receives WhatsApp messages on a business’s behalf. Nobody opens it on a phone: you reach it through a provider, or through a product built on it that gives you a shared inbox, automation or an AI assistant. Meta charges for some of the messages sent on it, as below.
Which one fits
| If this is you | Start with |
|---|---|
| One or two people answer WhatsApp and rarely miss a message | The Business app |
| You want a catalogue, labels and quick replies, nothing more | The Business app |
| Messages arrive when nobody can look: mid-treatment, after closing, on a day off | Something built on the Platform |
| Several staff answer and need one shared inbox | Something built on the Platform |
| You want replies or reminders sent without anyone typing them | Something built on the Platform |
The Business app is a good place to start, and plenty of salons never need more. The Platform earns its place when the problem is no longer how you reply, but whether anyone is free to.
What the Platform changes in practice
1. A number lives in one place, unless you use coexistence
Meta’s phone number documentation says a number already in use with WhatsApp cannot be registered on the Platform unless it is deleted from WhatsApp first. The exception is what Meta calls coexistence: a provider that supports it can connect a number that is already on the Business app (version 2.24.17 or later), and the same number then works in both. Messages you send from the app stay free.
Coexistence changes the app, and Meta lists how. Broadcast lists are disabled. Disappearing messages, view-once messages and live location are turned off in one-to-one chats. Group chats are not synchronised. Every linked device is unlinked when you connect; most can be linked again, but not WhatsApp for Windows. Only the most recent six months of chats are brought across. Before you agree to it, ask whoever sets it up what it will switch off on your phone.
2. The 24-hour customer service window
When a customer messages you, a 24-hour customer service window opens. Inside it you can reply with ordinary messages, and Meta does not charge for them. Outside it you can only send pre-approved template messages, such as an appointment reminder. A utility template, the kind a reminder or a confirmation is, is also free when it is sent inside an open window.
There is one more free window. If the customer reached you from a Click to WhatsApp ad or a Facebook Page button, and you reply within 24 hours, a 72-hour window opens in which every message is free, templates included.
3. Pricing is per message, plus whoever sets you up
Since 1 July 2025 Meta charges per delivered template message, not per 24-hour conversation. The rate depends on the template’s category (marketing, utility or authentication) and on the country code of the person receiving it, and the UAE has its own line on Meta’s rate card. Meta updates those rates several times a year, so read the current card rather than a figure in a blog post, including this one.
Whoever connects you may charge for their own service on top of Meta’s rates. Ask for both in writing, and ask what happens when a customer replies to a reminder.
You may also read that Meta began charging for replies in 2026. That charge is for “AI Providers”, the companies that build AI models and general-purpose assistants, and only in the markets Meta lists. Meta’s page about it says it does not change what other businesses pay, and the UAE is not on its list.
4. Meta has a say in the set-up
The name your customers see on WhatsApp, the display name, can go to Meta for review. A new business starts with a cap of two registered numbers, which Meta raises to twenty once it has verified the business. Ask your provider how long these steps are taking before you plan a launch around them.
What about an AI receptionist on WhatsApp?
An AI receptionist like Belline is one of the things built on the Platform. It answers questions about your hours, services and prices from what you tell it, takes booking requests and passes them to your team, and your team can take over any chat from the inbox. The customer who messages at 11pm gets an answer, and you wake up to a request rather than a missed message.
Belline does not use coexistence, so none of the changes above reach your phone. WhatsApp answers on a second number you register, so your own WhatsApp stays as it is. The number on your shopfront keeps its chats, its groups and its contacts, and our team sets the new number up with you. You can point new customers to it from your website, your Google profile and your Instagram bio, and keep using the Business app on the old one.
WhatsApp is included in every Belline plan, drawing on the same text conversations as your website chat, with no per-message charge from us on top. The pricing section shows what each plan includes.
A short checklist before you pay anyone
- Do you need automation, or just a faster phone? If it is the phone, stay on the Business app.
- Which number will customers message, and what happens to the app on it?
- If you use coexistence, which features will you lose on your phone?
- Who is Meta’s billing contact: you or the provider?
- What is the UAE rate for a reminder template, in writing?
- What happens to your chats if you ever leave?
- Can a person take over a conversation in one tap?
